A question regarding fairness.?

Suppose you came up to a queue where there was ONE person standing in a line. There are a number of boxes and crates behind the person. There is NOONE else in sight. You stand behind the ONE person in line. After waiting for 45 minutes, in 100 degree Farebheit heat, 25 other people come up and say the boxes were holding their places in line. Is it FAIR that they should be allowed to displace the person who STOOD IN LINE for 45 minutes? MInd you they were NOWHERE to be seen for 45 minutes, and the 1st person in line, who also stood in the line for the enitre time does not know them, and is not holding their place...
