Neighbor and my ..!?

So me and my neighbor have know each other for about a year. Everyone in my subdivision says he like me but watevs. Well he has been felling my s and i don't like it but he wont stop. Today he actually put his full hand down my shirt and felt my ..! How can i get him to stop because yelling and telling him to never do it again isn't working!
